What Are Government
Universities in France?
France has 72 government-funded public universities (universités publiques), operated and financed by the Ministry of Higher Education, Research and Innovation. These are not private institutions — they are arms of the French state, funded by taxpayer money, and designed to provide world-class education at near-zero cost.
Government universities are fundamentally different from private business schools (grandes écoles) and private universities. While business schools like HEC Paris or ESSEC charge €20,000–€50,000 per year, government universities charge just €243/yr for EU students and €3,770/yr for non-EU students at the Master’s level — and many offer fee waivers that bring it down to €243 for everyone.
These are research-driven, open-access institutions. They house France’s CNRS, CEA, and INSERM laboratories, produce the bulk of the country’s scientific research, and award diplômes nationaux — standardised national degrees with equal recognition regardless of which public university you attend. Admission Process for Indian
Students — Step by Step
All Indian applicants must go through Campus France. Here is the complete process from research to arrival.
Research
Use the Campus France catalogue to filter by public universities. Identify English-taught programmes in your discipline. Shortlist 5–8 government universities based on rankings, location, and research strengths.
Documents
Prepare academic transcripts, Statement of Purpose, 2–3 Letters of Recommendation, IELTS 6.0+ (or TOEFL 85+), updated CV, and passport copy. SOPs should mention scholarship interest and fee waiver request.
Campus France
Register on the Etudes en France (EEF) portal. Pay the ₹12,600 processing fee. Upload all documents and select your universities. This is mandatory for all Indian applicants.
Apply
Submit applications via the EEF portal or directly on university websites. Deadlines typically fall between January and March for the September intake. Some universities have earlier rounds.
Interview
Attend the Campus France interview at your nearest centre (Delhi, Mumbai, Bangalore, Hyderabad, Kolkata, Chennai, Pune, Chandigarh). 15–20 minutes covering your motivation, study plan, and career goals.
Visa
Apply at the French consulate with your admission letter, Campus France avis (favourable opinion), financial proof (€615/mo in a blocked account or sponsor letter), and travel insurance.
Arrive
Complete OFII registration within 3 months of arrival. Open a French bank account (BNP, SocGen, or Boursorama). Apply for CROUS housing and CAF aid. Get your student transport pass.
